Description
HOUSQUAL reports the condition of the housing unit. This assessment was based on enumerator observation. The instructions to enumerators offered no specific guidelines for assessing housing quality.

Comparability
In the 1960 U.S. census and the 1970-1990 Puerto Rican censuses, enumerators answered this question based on their observations of the housing unit. For the Puerto Rican censuses, there was an additional response category, "original construction inadequate" (code "4"), which meant that the housing unit had been unfit from the time of initial construction and had not merely deteriorated over time and use.
