Description
CBPOVERTY is calculated by the Census Bureau and reports each person's total family income expressed as a percentage of the poverty threshold for their specific family situation (see POVERTY for more information). It differs from the IPUMS variable POVERTY in that it is based on the Census Bureauâs family definitions, and not the IPUMS family interrelationship variables. Please see the POVERTY variable description for further discussion of the differences between the IPUMS and the Census Bureau's method of calculating POVERTY.
Because of these differences, CBPOVERTY is provided so that users can replicate published Census Bureau poverty estimates if desired. However, users should note that the "official" poverty estimates appearing in the "Poverty in the United States" reports are calculated using data from the Current Population Survey, not the ACS.
CBPOVERTY is a 3-digit numeric code expressing each family's total income for the previous year as a percentage of its corresponding poverty threshold. CBPOVERTY specific variable codes for missing, edited, or unidentified observations, observations not applicable (N/A), observations not in universe (NIU), top and bottom value coding, etc. are provided below by Census year (and data sample if specified).

000 = N/A
001 = 1 percent or less of poverty threshold (including 0 or negative income)
501 = 501 percent or more of poverty threshold
Comparability
Apart from the change in Universe in 2006, CBPOVERTY is comparable over time.
Users of multi-year ACS files should note that for the 2007 3-year and 2009 5-year samples, individuals interviewed in 2005 (those with MULTYEAR=2005) have a different universe for POVERTY than those interviewed in 2006 and later.

- 2000-2005 ACS: All persons except those in group quarters, and unrelated individuals not in subfamilies under 15 years old.
- 2006-2023 ACS/PRCS 2023: All persons except those in institutional/military/college group quarters, and unrelated individuals not in subfamilies under 15 years old.
