Data quality flag for all variables in household record.

In some years, the census PUMS differentiated between two types of editing processes: allocations and substitutions. Substitution was the method used to create QCLOSEOU, which can be used as a flag for both household and person records. Substitution assigned a full set of characteristics for people in a household. If there was an indication that a household was occupied by a specified number of people but the questionnaire contained no information for people within the household, or if the occupants were not listed on the questionnaire, the Census Bureau selected a previously accepted household of the same size with the same demographic characteristics and substituted its full set of characteristics for this household. The exact method used for this substitution is not fully clear, though it is similar to the hot deck allocation method, and was administered through a computer editing process.

QCLOSEOU is only available for the 1970 samples, when the census distinguished between households where substitutions were made because of mechanical or technical failures (captured in QSUBSTIH) and those where the census was unable to obtain any response from the household members (captured in QCLOSEOU). Users may want to combine these two variables in their analysis, whether looking at household-level or person-level variables, though it should be noted that there are some overlapping cases that are classified as substituted (code=6) in both QSUBSTIH and QCLOSEOU.
