Data quality flag for MIGRATE1.

There are some differences in this flag between the 2005 ACS/PRCS single-year release and the 2005 cases in the 2005-2007 ACS/PRCS 3-Year file. In the original Census Bureau release, allocation rates in the 2005 segment of the multi-year data are lower than in the 2005 single-year data but are comparable to the 2006 and 2007 segments of the multi-year data. However, the actual values of MIGRATE1 are unchanged.
