Mortgage payment includes property insurance

Description

INSINCL indicates whether the household's monthly mortgage payment amounts, as reported in MORTOTAL for 1980 and in MORTAMT1 for the 1990-2000 censuses, the ACS and the PRCS, covered property (e.g., fire, hazard, flood) insurance premiums. Liability premiums were included only if they were paid with the other premiums and could not be separated.

ACS editing procedure:
For owner-occupied units (OWNERSHP) with a mortgage (MORTGAGE), if the reported values for if the mortgage payment (MORTAMT1) included property insurance (INSINCL) is "Blank, Don't know, Refused, or Bad value", INSINCL will be allocated. The allocated value is the INSINCL value from another owner-occupied unit of the same type of building (UNITSSTR), similar value (VALUEH), with a regular mortgage payment (MORTAMT1), and in the same geographic unit (it is not specified what level of geography is used). When this happens, the flag will show that the value is allocated (QINSINCL).
If the reported insurance payment (PROPINSR) for an owner-occupied unit (OWNERSHP) with a mortgage (MORTGAGE) is less than $5000 and PROPINSR/12 is greater than the total value of the mortgage payment (MORTAMT1), INSINCL will be changed to "No" if it does not already have this value.
If a unit that is renter-occupied (OWNERSHP), does not have a mortgage (MORTGAGE) or is vacant (VACANCY) has a value for INSINCL, it will be changed to "Not in universe."
Beginning in 2013, property insurance and taxes are considered jointly. If the sum of the reported tax and property insurance amounts per month are greater than the mortgage payment, both INSINCL and TAXINCL will be changed to "No" if they do not already have this value. Similarly, if both INSINCL and TAXINCL are "Blank, Don't know, Refused, or Bad value", they will be jointly allocated. The allocated value is the INSINCL and TAXINCL value from another owner-occupied unit of the same type of building (UNITSSTR), similar value (VALUEH), with a regular mortgage payment (MORTAMT1), and in the same geographic unit (it is not specified what level of geography is used).
